After walking along the path in the park for a while, the reporter met Mr. Qin, who lived in Xinqiao and was out walking his dog. Mr. Qin’s pet dog is a small white dog. Mr. Qin restrains his pet dog with a rope in a very disciplined manner. “I know that dogs should be walked on a leash, and the length of the rope cannot exceed one and a half meters.” Mr. Qin told reporters that his puppy is a cotton veil dog. He has been raising it for five or six years. He goes out for a walk in the morning and evening. Every time, he actively holds the leash and carries tools to clean up the dog’s feces. As a pet owner, Mr. Qin agrees with civilized dog-raising. “To maintain the image of your pet is to truly love dogs.”

Later, the reporter met Mr. Luan who lives nearby on the edge of the green space under the West Fort Park. Mr. Luan, who has been raising dogs for ten years, also agreed. When raising dogs in a civilized manner, adults must pay attention to the safety of dogs and not bring unsafe risks to others by raising dogs.
During the visit, the reporter met many citizens who owned dogs. Most of them understood the precautions for walking their dogs outside and had a strong sense of civilized dog ownership.

A woman walking her dog let go of the leash and let her children run and play with the dog. "I know you have to keep the dog on a leash, but the dog needs to run. This is a park, so I just let it run for a while." The woman said that if the dog is not allowed to run, the dog's lively nature will not be released, which would be too "frustrating". Regarding the issue of dog excrement, she believes that if it is on the dirt floor of the park, after the dog "defecates", it can be buried with soil instead of wrapping it up and sending it to the trash can.

Another citizen passing by strongly disagreed with this idea. He believes that dogs need to be leashed when walking on the roadside, and even more so when walking dogs in parks. "There are more elderly people and children in the park, and letting dogs run around will bring danger to other people."
Treat the grove as a "bathroom."
In the green space on the south side of West Fort Park, the reporter saw a dog owner who took his Labrador to "defecate" in the grove. The owner held a leash in his hand, but did not put it around the dog's neck. After the dog "defecated", the owner took the dog away without picking up the feces.

In the green space south of West Fort Park, there are four free-range dogs that are "uninhibited and love freedom" running around. There is no trace of their owners around them. According to citizens walking in the park, these dogs are fed by staff from a nearby unit. Except for feeding time, they are basically "come and go freely" at other times.
The newly revised "Animal Epidemic Prevention Law" clearly stipulates:
Units and individuals raising dogs must be regularly immunized against rabies vaccines in accordance with regulations, and apply for registration with the local dog registration authority based on the immunity certificate issued by the animal diagnosis and treatment institution. Anyone who takes a dog out of the house must wear a dog tag and take measures such as tying a dog leash in accordance with regulations to prevent dogs from injuring people and spreading diseases.
If regulations are violated and the dogs raised are not regularly vaccinated against rabies in accordance with regulations, the agricultural and rural administrative departments of the local people's governments at or above the county level will order corrections within a time limit and may be fined up to one thousand yuan; if corrections are made within the time limit, a fine of not less than one thousand yuan but not more than five thousand yuan will be imposed, and the agricultural and rural administrative departments of the local people's governments at or above the county level will entrust animal diagnosis and treatment institutions, harmless treatment sites, etc. to deal with it on their behalf, and the necessary expenses shall be borne by the illegal perpetrators.
The beauty and civilization of the city need to be protected by everyone.
No matter how beautiful the scenery is, it cannot withstand the pet excrement that can be seen everywhere.
